How does this 13A Spousal Visa work?

The foreign applicant will apply initially for the 13A Probationary Residency in which a visa and an ACR I-card valid for a year is given. Before the year expires, the applicant will re-apply to amend the visa into a permanent status. In addition to that, the ACR I-Card will already be valid and renewable every 5 years.
