Current time is 09:12am. However, the museum still close. Local people say open on 09:30am. I recommend you don't arrive before 9am.

A new cozy evening hangout place is the public plaza beside the Museo Ning Angeles and across the neogothic Holy Rosary Church. The plaza has food stalls and a coffee shop which serves inexpensive food and drinks while gazing at the nightlights at the heritage square
